In the early Western Han Dynasty, Emperor Liu Bang implemented a series of measures to revive the economy, leading to a remarkable surge in agricultural production.
Emperors Wen and Jing continued to uphold this established policy. Consequently, the national treasury became overflowing with coins, and the granaries were burdened with immense quantities of accumulated grain, with old stock piling up on older stock.
The warehouses eventually became too small to contain it all, forcing the grain to be stored in the open, where a significant portion of it rotted and became unfit for consumption.
