During the Chu-Han Contention, Liu Bang and Xiang Yu engaged in a fierce battle at Lingbi, where Liu Bang suffered a defeat and retreated to station his troops in Xingyang.
Xiang Yu then appointed Ying Bu as 'Lord Dangyang' and assigned him to lead 400,000 troops to Jiujiang.
Liu Bang dispatched his envoy, Sui He, to persuade Ying Bu to defect. Ying Bu accused Sui He of '信口开河' (speaking carelessly or making baseless claims), yet he ultimately surrendered to Liu Bang.
Liu Bang initially provoked him, but later hosted a grand banquet and enfeoffed him as the 'Marquis of Jiujiang'.
