During the Western Zhou Dynasty, Ji Dan, the Duke of Zhou and younger brother of King Wu, was enfeoffed as the Duke of Lu. He did not go to Qufu himself but sent his son, Bo Qin, to govern the territory.
Jiang Ziya, who was granted the Qi territory, returned to the capital to report on his administration after five months. In contrast, Bo Qin only returned to the capital to report on his achievements after three years.
The Duke of Zhou sighed, realizing that if policies were not simple and easy to implement, the common people would not embrace them, and only a truly approachable and accessible style (平易近民) would lead to effective governance.
