Fu Bi, courtesy name Yanguo, was a native of Luoyang during the Northern Song Dynasty. He came from a humble background, was diligent and studious from a young age, possessed extensive knowledge, had a broad-minded demeanor, and an extraordinary presence.
Fu Bi began his official career at the age of twenty-six. Over his more than forty years in office, he served the Northern Song Dynasty with loyalty and diligence. He achieved remarkable accomplishments in various affairs, including handling domestic and foreign policies, border defense, judicial supervision, and disaster relief, constantly earning promotions and titles. He successively served as chancellor during the reigns of Emperors Renzong, Yingzong, and Shenzong, becoming a renowned minister whom the emperor relied upon and all officials admired.
Fu Bi was a humble and gentle person; even after becoming chancellor, he never abused his power to bully others. Whenever subordinate officials or common people came to visit him, he always treated them with courtesy.
In the fifth year of Xining (1072 AD) during Emperor Shenzong's reign, Fu Bi retired due to old age and lived in seclusion in Luoyang. One day, as he was out in a sedan chair, passing Tianjin Bridge, he was recognized by the common people. They all gathered around his sedan chair, and the bustling market instantly became deserted.
Therefore, Sima Guang praised him, saying, "A minister who served three reigns, with noble character and high prestige."
