During the Tang Dynasty, Zhang Jiuling, an official serving as Zhongshu Shilang (Secretary of the Central Secretariat), was responsible for selecting talents for the Ministry of Personnel. He advocated for appointing people based on their abilities rather than strictly following qualifications and established ten investigative commissioners, which earned the emperor's praise.
He was not only excellent at assisting the emperor in managing state affairs but was also a talented poet. He was eloquent and articulate, and whenever he discussed the classics, he would speak volubly and incessantly, as smoothly and uninterruptedly as a ball rolling down a slope.
