During the Tang Dynasty, Han Yu, a scholar of the Imperial Academy, was demoted to the governor of Chaozhou for opposing Emperor Xianzong's reverence for Buddha's relics. After taking office, he wrote 'A Memorial to the Throne by the Governor of Chaozhou,' in which he praised Emperor Xianzong for his personal attention to governance, ability to turn things around, making crucial decisions, and acting with the swiftness and force of thunder and wind (雷厉风飞).
Emperor Xianzong, recognizing his loyalty, reassigned him as the governor of Yuanzhou, and later transferred him to the position of Libationer of the Imperial Academy.
