During the Song Dynasty, Teng Zijing was demoted and became the prefect of Yuezhou. In his second year in office, the administration ran smoothly, and there was harmony between superiors and subordinates. All affairs that had been neglected or fallen into disuse were revived and undertaken.
He rebuilt and expanded Yueyang Tower, having works by famous figures from the Tang Dynasty engraved on it.
His good friend, Fan Zhongyan, wrote 'Yueyang Lou Ji' (Record of Yueyang Tower), commenting: 'With a sound administration and harmonious people, all neglected tasks were revived and flourished, thus Yueyang Tower was rebuilt.'
