In the early Eastern Han Dynasty, Fan Chong, the leader of the Chimei Army, learned that Emperor Guangwu Liu Xiu would not execute surrendered generals. Consequently, he led the puppet emperor Liu Penzi, along with Prime Minister Xu Xuan and over 300,000 others, to surrender.
Liu Xiu treated them with kindness, provided them with food, and inquired if their surrender was genuine. Xu Xuan and his followers affirmed their sincere allegiance. Liu Xiu then considered them to be like 'steel among iron' and 'outstanding individuals among people' (人中佼佼者).
