Story:

During the Eastern Han Dynasty, Meng Chang, a household registrar in Shangyu, Kuaiji, Zhejiang, discovered a wrongful case and reported it to the newly appointed prefect. The prefect rectified the injustice, which greatly enhanced Meng Chang's reputation.

Later, Meng Chang became the prefect of Hepu. Yang Qiao, a high-ranking official (Shangshu), recognized his talent and recommended him to the emperor seven times.

However, Emperor Huan did not value Meng Chang because of his humble status and perceived insignificance. Consequently, Meng Chang resigned from his official post and retired to seclusion.
