老成练达 is a Chinese idiom (chengyu) meaning “Mature and experienced in handling affairs”. Worldly-wise and seasoned. Literally, “Old and steady, experienced and sagacious”.
During the Three Kingdoms period, Yang Hu learned that Sun Hao, the emperor of Wu, had dismissed Lu Kang from his military command. He then submitted a memorial to Sima Yan, proposing an attack on Wu.
Sima Yan initially disagreed, but Yang Hu further pressed his case in court, arguing that if they missed this opportunity, it would be very difficult to conquer Wu later. Sima Yan then granted him permission to lead the army against Wu.
However, Yang Hu claimed illness, stating he was unfit for the duty, and instead recommended Du Yu, a person known for his maturity and extensive experience, to take on this important responsibility.
