图谋不轨 is a Chinese idiom (chengyu) meaning “to plot illicit activities or harbor sinister designs”. To conspire to commit an unlawful act. Literally, “Plot improper conduct”.
During the Three Kingdoms period, after Sun Quan's death, his ten-year-old son Sun Liang ascended the throne. The state affairs were jointly managed by Grand General Zhuge Ke and Huiji Prefect Teng Yin.
Pianzong General Sun Lin conspired to murder Teng Yin, and his influence gradually grew, leading him to act recklessly and unscrupulously.
Sun Liang attempted to remove Sun Lin but was instead overthrown by him.
Sun Lin then enthroned Sun Xiu as the emperor. Even before Sun Xiu could formally ascend the throne, Sun Lin again harbored sinister designs, but his plot was thwarted by Yu Si.
