罗钳吉网 is a Chinese idiom (chengyu) meaning “to frame and persecute someone cruelly”. To set up malicious traps and false accusations. Literally, “Luo's Pliers and Ji's Net”.
During Emperor Xuanzong's reign in the Tang Dynasty, the cruel officials Ji Wen and Luo Xixi were skilled at flattery and gained the favor of Prime Minister Li Linfu. Li Linfu entrusted them with judicial power.
Both men handled cases strictly according to Li Linfu's directives, often fabricating charges, famously summarized as "If one is bent on framing someone, one can always find an excuse."
They helped Li Linfu eliminate rivals and suppress dissidents. Those who fell into their hands were likened to being clamped by pliers or trapped in a net, hence the idiom.
