罗之一目 is a Chinese idiom (chengyu) meaning “a single part that is effective only when it functions within a larger whole; detached, it loses its significance and purpose”. Literally, “A single mesh of a net”.
Once upon a time, a man observed others catching birds with nets. He noticed that each bird caught only had its head through a single mesh of the net.
He thought to himself, 'If that's the case, why bother weaving a whole net?' So, he went home, cut a long rope into individual loops, and when asked what they were for, he just smiled without answering, secretly congratulating himself on his unique insight.
He then found a secluded spot and set up his 'net' of single loops. To his disappointment, not a single bird was caught.
