During the Tang Dynasty, Emperor Taizong, Li Shimin, placed great importance on selecting talented individuals. He established the Censorate (Yushi Fu) and annually recruited Jinshi (successful candidates in the imperial examinations) to replenish the country's talent pool.
On one occasion, Li Shimin secretly inspected the Censorate. Seeing numerous newly successful Jinshi candidates streaming out, he proudly remarked, "All the heroes of the world have fallen into my net!"
