差强人意 is a Chinese idiom (chengyu) meaning “barely satisfactory”. Not quite up to expectations; just acceptable.
Wu Han was a subordinate of Liu Xiu, usually quiet and straightforward. Initially, Liu Xiu didn't pay much attention to him. Later, after hearing many generals praise Wu Han, Liu Xiu began to notice him and appointed him as a grand general. From then on, Wu Han helped Liu Xiu win many battles and made significant contributions.
Wu Han was not only brave but also extremely loyal to Liu Xiu. Whenever they went to war, he would always follow Liu Xiu closely. As long as Liu Xiu was awake, Wu Han would respectfully stand by, unwilling to sleep first. Occasionally, when they lost, everyone would be dispirited. Wu Han, however, always encouraged everyone not to be pessimistic, but to cheer up and prepare for continued battle.
One time, Liu Xiu lost a battle and was in a bad mood, and the other generals also lost their fighting spirit. But Wu Han, together with the soldiers, organized weapons and inspected the troops. When Liu Xiu learned about these things and looked at the dispirited generals before him, he sighed and said, "At least General Wu is still satisfactory."
