鹿走苏台 is a Chinese idiom (chengyu) meaning “describes the ruin and desolation of a once glorious place”. Especially after a regime's downfall, symbolizing utter destruction and abandonment. Literally, “Deer roam Gusu Terrace”.
During the Western Han Dynasty, Liu An, King of Huainan, harbored ambitions to become emperor. He summoned Wu Bei to the Eastern Palace for discussions and appointed him as a general.
Wu Bei said, 'Does the King not listen to words that could save the kingdom from ruin? In ancient times, Wu Zixu admonished the King of Wu, but the King did not heed his advice, then Wu Zixu declared, "I now see deer roaming Gusu Terrace." Today, I too foresee thorns growing in the palace and dew soaking my clothes.'
Liu An disregarded his warnings, and consequently, his rebellion failed.
