痴人说梦 is a Chinese idiom (chengyu) meaning “to talk idiotic nonsense”. To make wild, absurd, or impractical remarks based on foolish imagination. Literally, “A fool talks dreams”.
Once upon a time, a foreign monk came to a Chinese temple to offer incense. A young monk in the temple asked him his surname and country of origin.
The foreign monk, not understanding the question, simply repeated 'What surname? What country?'
The young monk then reported to the abbot that a monk named 'He' from the 'He' country had arrived.
All the other monks came out to watch the commotion, resulting in a scene that left everyone not knowing whether to laugh or cry.
