不足与谋 is a Chinese idiom (chengyu) meaning “to be unworthy of consultation or collaboration”. Referring to someone whose wisdom, discretion, or capability is deemed insufficient for important discussions or planning. Literally, “Unfit to consult with”.
During the contention between Chu and Han, Liu Bang's plan to proclaim himself king in Guanzhong was exposed. To escape the difficult situation, he followed Zhang Liang's advice and personally attended the banquet at Hong Gate.
During the feast, Fan Zeng called upon Xiang Zhuang to perform a sword dance, intending to use the opportunity to assassinate Liu Bang. Liu Bang, however, managed to slip away.
Zhang Liang then presented white jade disks and a jade dou as gifts. Enraged, Fan Zeng smashed the jade dou to the ground, lamenting to Xiang Yu, 'He is not worthy of consultation (不足与谋).'
