携老扶弱 is a Chinese idiom (chengyu) meaning “to assist the elderly and support the weak or young”. To help those most vulnerable. Literally, “Leading the old and supporting the weak”.
During the Western Jin Dynasty, Liu Kun, the Inspector of Bingzhou, witnessed widespread banditry and displaced civilians fleeing in all directions while en route to his new post. Very few people remained, and they were "carrying the old and supporting the weak" as they went out to beg for food.
Liu Kun recruited 1,000 men, fought his way to Jinyang, suppressed the bandits, and encouraged farmers to resume agricultural production.
In less than half a year, the displaced people gradually returned and settled down to live in peace and contentment.
