决胜于千里之外 is a Chinese idiom (chengyu) meaning “to formulate strategies and make decisive plans from a distance”. Ensuring victory in battles far away. It describes a commander or strategist who possesses great foresight and outstanding leadership, able to command with composure and achieve success without being present on the battlefield. Literally, “Decide victory a thousand miles away”.
After Liu Bang became emperor, he hosted a banquet in the South Palace of Luoyang, inviting all his civil and military officials. He asked his officials about the differences between himself and Xiang Yu, and they all praised his great benevolence and righteousness.
Liu Bang then said that in terms of devising strategies and ensuring victory from a thousand miles away, he was not as good as Zhang Liang; in terms of pacifying the people and managing internal affairs, he was not as good as Xiao He; and in terms of leading armies to battle, he was not as good as Han Xin. However, he was capable of utilizing these three outstanding talents effectively, which is why he was able to win the empire.
