齐心戮力 is a Chinese idiom (chengyu) meaning “to work with one heart and one mind”. To make concerted efforts; to pull together in a common cause. Literally, “united hearts, combined efforts”.
During the final years of the Xia Dynasty, its last ruler, Jie, was notoriously tyrannical. His cruel governance led to immense suffering and widespread resentment among the common people.
Meanwhile, Tang, the virtuous ruler of the small vassal state of Shang, sought out the great wise man Yi Yin as his advisor. Under their leadership, the Shang state's power grew tremendously.
When Tang realized the moment was right, he and his officials, working with one heart and one mind and combining all their efforts, successfully overthrew the Xia Dynasty.
