During the late Tang Dynasty, Zhu Wen murdered Prime Minister Cui Yin and forced Emperor Zhaozong to move the capital to Luoyang. Uneasy, Zhu Wen dispatched Li Zhen to Luoyang to monitor Emperor Zhaozong and the imperial officials.
