Story:

During the Warring States period, a student of Mencius asked him how a state could become prosperous, powerful, and unrivaled in the world.

Mencius replied: 'First, by respecting and employing virtuous and talented individuals (xianren), thereby motivating scholars to serve the state. Second, by providing merchants with venues and not levying taxes on them. Third, by not collecting taxes from travelers at border checkpoints, not taxing farmland, and exempting people from forced labor.'
