During the Shang Dynasty, the capital was located on the north bank of the Yellow River and frequently suffered from floods. Pan Geng, the 9th generation descendant of Tang of Shang, decided to relocate the capital to Yin, south of the Yellow River, to avoid the floods and ensure the well-being of his people.
The nobles were concerned that moving the capital would cause social unrest. Pan Geng assured them that if they followed his commands, everything would proceed in an orderly and systematic manner.
Through his efforts, the capital was successfully moved to Yin.
