尽锐出战 is a Chinese idiom (chengyu) meaning “to deploy all one's elite forces or main strength”. To go all out with one's best resources; to field one's strongest team or use one's ultimate weapon in a crucial competition or conflict. Literally, “Deploy all elite to battle”.
During the Eastern Jin Dynasty, Fu Sheng, the emperor of the Former Qin state, was known for his cruelty, often killing people to vent his anger. Many of his ministers, regardless of their loyalty, met their end at his hands.
General Yao Xiang, unable to tolerate this any longer, raised an army in revolt. However, he was defeated by Fu Huangmei, who led all of his elite forces into battle.
Despite this victory, Fu Sheng remained suspicious of Fu Huangmei and eventually had him executed as well.
