Story:

During the Western Han Dynasty, Emperor Wu dispatched his minister Tang Meng to develop the 'Southwestern Yi' region. Tang Meng conscripted a large number of common laborers and executed some tribal chiefs, which subsequently led to widespread unrest.

To pacify the situation, Emperor Wu then sent Sima Xiangru. Sima Xiangru composed a proclamation titled 'Edict to Ba and Shu,' in which he urged the people of Ba and Shu to 'act with righteousness and never look back, and to plan without any thought of retreat.' Through skillful communication and diplomacy, Sima Xiangru successfully resolved the conflicts and restored peace.
