齐心同力 is a Chinese idiom (chengyu) meaning “Work with one heart and one mind”. Make concerted efforts; pull together. Literally, “United heart, united strength”.
Towards the end of the Western Han Dynasty, Wang Mang usurped the throne, establishing the Xin Dynasty. His tyrannical rule provoked large-scale peasant uprisings, such as the Green Forest and Red Eyebrows rebellions.
Liu Xiu and his brother seized the opportunity to join the Green Forest Army. They then allied with Wang Chang, Cheng Dan, and Zhang Ang of the Xiajiang Army.
The two forces merged, working with one heart and one mind, and their morale grew stronger. Within days, they annihilated Wang Mang's elite troops, led by Zhen Fu and Liang Qiusi.
