During the Shang Dynasty, the capital, located north of the Yellow River, frequently suffered from devastating floods. To escape these disasters and ensure his people's peaceful and prosperous lives, Pan Geng, the 9th-generation descendant of Shang Tang, resolved to move the capital to Yin, an area south of the Yellow River.
The noble families expressed concern that such a major relocation would inevitably lead to social upheaval and disorder. Pan Geng, however, reassured them, stating that if they followed his instructions, everything would proceed in an orderly and systematic fashion.
Through his determined efforts and meticulous planning, the capital was successfully relocated to Yin.
