During the Warring States period, the Qin army besieged Handan, the capital of Zhao. King Xiaocheng of Zhao sent emissaries to King Anli of Wei for help.
General Jin Bi of Wei, who was stationed in Tangyin, sent a messenger to Prince Pingyuan to demand that King Xiaocheng of Zhao agree to let the King of Qin claim the title of Emperor.
