秦智虞愚 is a Chinese idiom (chengyu) meaning “refers to how a person's abilities can only be fully demonstrated and utilized when they are in a suitable environment or are appreciated by others, highlighting the importance of the right context for talent to flourish, much like Baili Xi's differing fortunes in the states of Yu and Qin”. Literally, “Qin's wisdom, Yu's ignorance”.
During the Spring and Autumn period, Duke Xian of Jin offered valuable jade and fine horses to the State of Yu to secure passage for his army to attack the State of Guo. After conquering Guo, Jin then destroyed Yu.
Baili Xi, a high official of Yu, who was perceived as incompetent in Yu, was captured. He was then sent as a slave dowry to the State of Chu.
Duke Mu of Qin, hearing of Baili Xi's true capabilities, freed him and consulted him on state affairs.
Baili Xi subsequently recommended Jian Shu to Duke Mu. Duke Mu welcomed Jian Shu with great honor. Together, Baili Xi, Jian Shu, and You Yu effectively assisted Duke Mu in establishing Qin's hegemony, demonstrating that Baili Xi's talents, once suppressed in Yu, thrived and were fully utilized in Qin.
