During the Western Han Dynasty, Liu An, the Prince of Huainan, planned to rebel. He frequently consulted with his physician, Wu Bei, about how to start the uprising.
Wu Bei believed that Emperor Gaozu of Han had gained power because of the tyrannical rule of the Qin King, who built the Great Wall, causing countless deaths ( and widespread public resentment. Wu Bei argued that initiating a rebellion at that time would be difficult to succeed.
Wu Bei then devised another plan for Liu An, but it ultimately failed.
