During the Warring States period, Gongsun Chou of Qi consulted Mencius on governance, hoping he would take office in Qi and perhaps surpass the achievements of Guan Zhong and Yan Zi.

Mencius analyzed the situation in Qi and expressed his hope that King Xuan would implement benevolent policies, allowing people suffering from continuous warfare to recover and live in peace.

He said, "The hungry readily eat food, and the thirsty readily drink liquid." People felt that benevolent governance would be like freeing them from being hung upside down.
