During the Former Qin dynasty, Emperor Fu Jian implemented strict rule and strengthened the military, successively eliminating Former Yan, Former Liang, and Dai, unifying the northern Yellow River basin, and occupying parts of the Eastern Jin territory.
In 383, defying the opposition of his civil and military officials, he believed that conquering the Eastern Jin would be as easy as a fierce wind sweeping away fallen leaves. He personally led a massive army of 900,000 to attack the Eastern Jin, but suffered a disastrous defeat and eventually died.
