During the tumultuous late Qin Dynasty, Liu Bang, after being appointed Duke of Pei, had a crucial aide in Xiao He. Xiao He diligently preserved various Qin Dynasty documents and archives, meticulously managed the Guanzhong region by supplying the army with provisions and new recruits, and astutely recommended talented generals like Han Xin.

When Liu Bang later rewarded his followers for their achievements, Xiao He received the highest honors, which caused discontent among other generals who felt their direct combat contributions were being overlooked.
