During the Western Han Dynasty, the civil official Ji An was known for his frank and outspoken nature, always offering direct remonstrances to Emperor Wu.

Emperor Wu dispatched him to a remote area to serve as an official. In Donghai Commandery, Ji An achieved remarkable success in his administration, leading Emperor Wu to recall him to the palace.
