Wen Jiao, acting as an envoy for Liu Kun, had just arrived in Jiangnan. At that time, the new regime in Jiangnan was just being established, laws were not yet codified, and social order was unstable. Wen Jiao, upon his arrival, was deeply concerned by these various issues.

He then paid a visit to Prime Minister Wang Dao, where he recounted the severe plight: the Jin emperor imprisoned and exiled, ancestral temples burned, and imperial tombs desecrated, all while expressing deep sorrow for the fallen dynasty. Wen Jiao's loyalty and indignation were intense; he spoke with tears, and Wang Dao wept alongside him.

After describing the grim reality, Wen Jiao sincerely proposed an alliance, and Prime Minister Wang Dao deeply embraced his aspiration. Upon leaving, Wen Jiao joyfully declared, 'Jiangnan already has someone like Guan Yiwu; what more is there to worry about!'
