During the Jin Dynasty, Emperor Min of Jin (Sima Ye), who had recently ascended the throne, was planning a grand celebration.
Xiong Yuan, a chief clerk under Chancellor Sima Rui, believed this was inappropriate given the country's precarious situation.
He submitted a memorial to Emperor Min, advising him that the Son of Heaven should share the worries of the people. He stated, 'Where the hearts of the people turn, it is only towards principle and righteousness.' He suggested that the Emperor should promote the virtues of loyalty and filial piety, and advocate the principles of benevolence and righteousness.
Sima Rui agreed with Xiong Yuan's counsel, and Emperor Min accepted the advice.
